This time it's: "Unable to localize to your account at this time. Please try again later."
What the hell do you have to localize?! Your site is English, I speak English. NO LOCALIZATION NECESSARY! GRRRRR!

This message means that the comcast.com server located in Philadelphia, Pennsylvania was unable to connect to your local comcast office billing server to pull up your most recent bill. This is most likely a problem with your local office and not with the main server.
yes website must be one of the worst in the world always down - no coincidence that it's a microsoft .net site I suppose?
